1. Create the list of criteria with an explanation for each criteria. Ideally you should give a detailed explanation of what is the expected behavior on each criteria at each level.

2. Define the desired behavior level for relevant criteria within each job category.

You need not select all criteria within a job category but you need to provide the desired behavior level on a scale of 0 to 5 for at-least one criteria for each job category in use.

3. When creating a Performance Plan you can enable this feature as shown below

If you automate KBA rating then during the annual cycle the KBA rating will be calculated automatically.
